The conference will be opened by the Portuguese Minister of the Presidency and of Administrative Modernisation, Maria Manuel Leitão Marques, together with the Director General of the European Commission's Directorate General for Informatics, Gertrud Ingestad. As a keynote speaker, the conference will host the futurist and trend watcher Tony Bosma, founder of the innovation monitoring organisation Extend Limits.

The role of sharing and reusing IT solutions in the process of modernising public administration is the main theme of the conference. Representatives of the European Commission will introduce the Sharing and Reuse of IT Solutions Framework, a set of recommendations developed under the Sharing and Reuse action of the ISA² programme. Speakers from the public and private sectors will also present business models, governance models, and approaches to standardisation that promote the sharing and reuse of IT solutions.

The conference, hosted by the Commission's ISA² programme, will close with the Sharing and Reuse Awards Ceremony, where the European Commission will award a total of €100,000 to the public administrations that have submitted the best examples of shared and reused IT solutions.
